Response to Announced 2009 Immigration Detention Reforms

Today CCA learned that U.S. Immigration and Customs Enforcement (ICE) is announcing significant steps to change the immigration detention system. These reforms are broad in scope and will affect the immigration detention system nationwide – those operated by local authorities and private contractors.

For CCA, this includes our T. Don Hutto Residential Center, where we have housed families for ICE since 2006. Under the proposed immigration detention reforms, the Hutto facility will cease receiving family admissions and will solely house female residents, which may include many of those currently housed at the facility. Female residents have been served at the facility since February 2008.

The company does not yet have full details of the 2009 immigration detention reforms. However, we don't anticipate changes at the other facilities CCA operates on behalf of ICE, as the company already has ICE contract monitors at every CCA ICE facility and already adheres to formal ICE standards.

However, we are prepared to work collaboratively with ICE, a long-time partner to CCA, in ensuring a safe, secure and seamless transition for all incoming and outgoing residents. We also stand ready to work with our government partners to achieve their new vision for the facility.

CCA has an extensive and successful record of partnership with ICE. CCA is prepared to work collaboratively with ICE and all of our governmental partners to meet any other changes as a result of these reforms, while ensuring the highest quality of safe and secure operations.

CCA has always worked closely with ICE officials to ensure our contracted facilities are meeting all applicable detention standards. CCA is routinely audited by ICE officials and other external parties acting on behalf of ICE to ensure contractual compliance. In addition to applicable detention standards and other federal/state laws, CCA also meets contractually required accreditation standards including those of the American Correctional Association (ACA)
